Information and narrative warfare have been constant throughout history and we are entering a new heightened era where capabilities are more easily accessible, sharpened, and streamlined.
Here is a recent presentation by Dr. Rand Waltzman, the Deputy Chief Technology Officer at the RAND Corporation and former Program Manager at DARPA (Defense Advanced Research Agency) at the DEF CON 27 AI Village event on August 10, 2019.
Dr. Waltzman’s presentation dealt with the history of disinformation operations and the current state of how easily manipulated images can impact societies if executed effectively. The streamlined use of “Deep Fakes” and narrative warfare was discussed as well.

The conclusion in Dr. Waltzman’s presentation discussed that we have entered the age of mass customization of messaging, narrative, and persuasion. It also discusses the important need to have a strategy that counters both foreign and domestic information operations, in order to prepare the United States organizationally for long-term information operation (IO) competition with a constantly changing set of adversaries that are both large and small.
